  1. Governments need to set clear timeframes by which all new road vehicle sales should be zero emission.
  2. Cities representing 20% of global urban population commit to procuring only zero-emission buses from 2025 (e.g., via Cities Race to Zero and/or C40 Green and Healthy Streets Declaration)

Mobilizing the "third sector"


  1. Governments and companies should also increase their support for RD&D.
  2. Governments and companies must work to ensure comparable employment opportunities are provided.
WHAT'S NEEDED BY COP28?


    1. More companies and countries sign the ZEV Declaration and the Global MOU to commit to 100% ZEV sales by 2040 globally and 2035 in leading markets.
    2. Need for forward-looking policy implementation, enforcement and monitoring and push ourselves for higher targets, alongside a scalable achievability roadmap.
    3. Avoid, Shift and Improve is a concept that we all have been religiously following, however we need to broaden our horizon to think more about the transport sector as a booming economic opportunity, especially in the developing countries.
    4. It is time that we enhance traditionally sustainable transport, affordable, inclusive and accessible mode shifts towards cleaner science based targets and technologies, and also innovative and accessible business plans to be able to achieve the common goals, especially in the unorganised sector for transport.
